Anyone moving to New York State as a resident, must get a NY state driver license within 30 days, even if you have a full license from another country or US state.
You do not need to be a US citizen to get a NY driver’s license, but you do need to have your US Department of Homeland Security (DHS) documentation and paper work that supports your legal status in this country in order.
